From THEIR saying, THEY only mentioned about making a relay base on the icy planetary, that are Titan, Pluto, Sedna, and The Moon. THEY never mentioned about Mercury and Venus. THEY love the icy planetary, maybe it is/was there.
THEY will start from constructing The Nanotech Builder, THEY will construct a communication instrument and receive main data. As it is supposed the same method of making parallel space, the data can be sent with no data loss. If human data is sent, people can move to anywhere in the universe.
Mostly THEY add The Icon in this Automatic WATER Liner. Rei’s scientists would escape from THEIR oppressors by this way.
