No.5 sounded something wrong, but Rei people insisted on this need, because the technology of time-travelling was quite dangerous. They thought there was the need of that was centrally controlled. They supposed to change whole history of those who had invaded or intruded or changed the history of other intelligent lives. Such stupid people seemed to become doing this numbering game and never reach to the true answer. It was also seemed to become the promise of future if we could get the true answer. Therefore, I thought it good for all people to know this order at least.
Understanding the order was not only to know the address of other intelligent lives, but also to know our future possibly. Because we could know their fatal errors by knowing their history.
Anyway, we won The Battle. But THE GAME itself was seemed to continue until we could remove the temptation of The Afterlife. The One was supposed to defeat by this temptation even though they had the technology to move anywhere in The Universe.
