「一般映画制限付」の意。Ｒはrestricted（制限された）の略だそうだ。リターンズのＲではないらしい。中学生以下の青少年には好ましくない表現があるので鑑賞を規制するということだが、大人が観ても好ましくない表現が多い。改善を望む。

「なんでこれが借りられないんだ？」
　前橋はビデオ屋の店員に向かってほえた。
「だ…、ですから、これはＰ指定のビデオなんですよ」
と、店員もムキになって答えた。二人はしばらくにらみ合った。
《Ｐ指定》－－昨日国会で突然決まった法律で、18歳以上の男女は鑑賞することができない映像著作物のことである。
　昨今、大人の幼児化は社会現象化しており、社会に適応できない子供のような大人の大量出現に悩まされていた。彼らは子供向け番組ばかり喜んで観ているが、現実からは逃避してしまうのである。
　そこで政府は、大人の子供化を助長するような映像出版物や事業の取り締まりに乗り出した。レンタルビデオ屋におけるそれが、この《Ｐ指定》であった。社会人の鑑賞を禁止する子供向けビデオを具体的に指定したのである。Ｐはなんの略か不明である。
「だから、これはお子様しか見ちゃいけないビデオになっちゃったんですよ」
　店員はもう一度、念を押すように言い返した。
「お子様しか見ちゃいけないようなものがあるのか？ふざけんな。『愛の美少女セーラー劇場・キューティーモモＲ』のどこがお子様向けなんだ？毎回セーラー服にブルマが出てるじゃないか。りっぱな成人向けだ」
　と前橋は主張したが、店員には受け入られなかった。
「映倫のいうことには逆らえないんですよ、わたしたちは。あ、やめてください。お客さん。キューティーモモ貸したらあなたも捕まっちゃいますよ」
　店員は前橋を止めようとしたが、前橋は金をおいてとっとと店を出ていってしまった。
「ただビデオ観るだけで捕まるものかよ！」
　だがしかし、店の外には警官が２人、彼を待ち構えていた。
「あ、児玉さん。またキューティーモモ借りてる大人がいますよ」
　と警官がもう一人のほうにささやいた。
「よし。近藤くん。きみは店員を逮捕だ」
　児玉刑事はそう言うと、前橋の手に手錠をかけた。
「Ｐ指定のことは知ってるな？」と児玉。
「知ってるが、なぜ借りただけで逮捕なんだ？」
　と前橋は反抗したが、児玉は
「知ってればそれで十分だ」
とだけ言って、彼を無理やりパトカーに押し込んでしまった。

　この模様は、車載カメラを通して、とある密室のモニターへ転送されていた。そこには男女一人ずつがいたが、薄暗く、かすみがかっていて容姿ははっきりとしなかった。
「展開が早くていいな」と男。
「クロちゃん。また無実の人に前科つけちゃだめじゃない？」
　女のほうはそう言って、あわれな男をせせら笑った。
「そんなこと言いながら、カトキっちゃんのほうこそ喜んでるじゃん」
　クロちゃんと呼ばれた男は少しも悪びれず、女のほうに言い返した。
「Ｐ指定は完璧なんだ。今、しょっぴくならこの法律だよ」
「まだまだ。ロリコン趣味のない人間が捕まってないわ。次はエロ指定よ。裏ビデオ見たら逮捕。これで全員が前科者ね。だれも私たちに逆らえなくなるわ」
　二人はそんな訳分からないことを言いながら、地獄めいた世界観に浸り込んでいった。思うだけならまだしも、本当に実行に移してしまうのが彼らの恐ろしいところであった。
　が、この暴挙はさすがに長続きしなかった。Ｅ指定と当たりさわりのない名称となって現れたこの法律は、全国のエロオヤジ＆エロ青年たちの総スカンを食らって暴動に発展してしまい、全国各地で火の手があがり、某ビルは有志によるミサイル攻撃をくらって倒壊してしまったのである。エロをなめると恐ろしい….

「….というお話しなの」
　少女は、寝床についている少年に最後のお話しをしてあげた。
「お姉ちゃん。よけい眠れなくなっちゃったよ」
　少年のまなこはらんらんと輝いて、あつく少女を見つめている。
「そうよね。こんな話、乙女の私にさせるなんて、この作者少しいやらしくない？」
　少女は作者にケチをつけた。
「でも今日の話はこれでおしまい。じゃ、もう寝て」
「眠れないよ」
　少年はグチをこぼしていたが、少女は少年の首をしめて無理やり寝かしつけてしまった。

Means “general movie restrictions.” The R stands for “restricted.” It’s not the R from “Returns.” It’s regulated because it contains content that is objectionable to junior high school students and younger. But there are many expressions that are objectionable even for adults. I hope they’ll improve it.

“Why can’t I borrow it?”
Maebashi barked at the video store clerk.
“So… that’s why it’s a P-rated video,”
the clerk replied, becoming impatient. The two of them glared at each other for a while.
“P-rated” —— a law suddenly passed in the Diet yesterday, refers to video copyrighted material that cannot be viewed by men and women over the age of 18.

one policeman whispered to the other.
“Okay, Kondo. Arrest him,”
He arrested him, then Detective Kodama is handcuffing Maebashi’s hands.
“You know about P-rated, right?” Kodama asked. But Maebashi protested,
“I know, but why am I being arrested just for borrowing it?” However, Kodama simply said , “If you know, that’s enough,” and forced him into a police car.

　This scene was relayed to a monitor where is in a closed room through a car monitor. There were standing a man and a woman, but their appearances were not clear by dim and blurry.
“It’s good so quickly,” said the man.
“Kuro-chan, don’t you want to give another innocent person a criminal record?”
The woman said, with laughing to look at this poor man.
“I can see Katoki-chan is laughing rather,”
the man called Kuro-chan said back to the woman. They both were not feeling guilty at all.
“P-rating is perfect. If you want someone to be arrested now, it’s this law.”
“Not yet. We haven’t caught anyone who doesn’t love Lolita. Next, we’ll have an erotic rating. Anyone who watches the porn video will be arrested. Now everyone has a criminal record. No one can be against us.”
They were talking like this, immersed into a hellish dream. It would have been okay only if they dreamed, but it was scary that they actually put it into action.
However, this outrage did not last so long. This law, which was enforced as the inoffensive name of “E-rated”, was met with hard disapproval of males who were from old men and young men across the country, leading to riots, fires all over the country, and their building was destroyed by a missile attack by volunteers.
